Not necessarily. Smaller budgets can work when the targeting is tight, the offer is clear and the geography is sensible. The real question is whether the spend has a realistic chance of producing a meaningful return.

It depends on the problem, the budget and the timescale. PPC usually makes sense when you need quicker demand or a clearer paid channel. SEO usually makes more sense when the priority is stronger long-term visibility and compounding search value. In some cases, the best answer is a staged combination of both.
